This paper takes academician Zhang Wei as an example to analyze his capability evolution during key periods: "enlightenment — theoretical breakthrough — expansion of application capabilities — returning with dedication". It examines the factors influencing talent development from three levels: individual, organization, and institutional framework. The findings show that the growth of talent is the result of a deep coupling of individual qualities, organizational wisdom, and national systems. For the cultivation of (engineering) talents, macro-level policy design should adhere to a problem-oriented approach, advocate long-termism, and promote cross-disciplinary collaboration. For scientific research institutions, efforts should be focused on improving flexible organizational collaboration mechanisms, advancing the development of an open ecosystem, establishing a talent selection mechanism based on job requirements and rationality. The above research findings will provide decision-making references for the reform of the science and technology system, institutional reform, and the formulation of talent policies at various levels of government.
