The HAL framework introduces Gₑff = GN/C0 as the gravitational coupling. A naive Peters formula application predicts 1. 4% deviation from GR in orbital period decay, in 28-sigma tension with the double pulsar PSR J0737-3039. We resolve this by identifying that the coherential field C contributes gravitational mass Mcoh = alphaₑm * MADM, ensuring Gₑff * Mₑff = GN * MADM exactly. The Newtonian potential and orbital period decay are identical to GR. The gravitational wave amplitude is not similarly protected: hHAL = C0 * hGR, giving epsilon = +alphaₑm = +0. 7297%. HAL is fully consistent with all binary pulsar data while retaining three independent falsifiable predictions all equal to alphaₑm.
