Pixel Theory (PT), developed across nine papers (2026), is presented here as a complete candidate Theory of Everything resting on three axioms: (1) hbarG/c³ = lP² = const (the Planck length is fixed), (2) Eₜotal = 0 (the universe has zero net energy), and (3) d = 3 (space is three-dimensional, equivalent to the gauge group being SU (3) ). All major results of Papers 1 through 9 are shown to follow as derived theorems, including: the apparent cosmological expansion as decreasing c (t) rather than increasing volume; all fundamental constant variations from the Planck-length constraint; the Standard Model gauge fields as topological modes of the 3D Planck-cell network; quark confinement from the network closure rule; the Higgs as the network coarsening energy scale; the matter-antimatter asymmetry as a singularity initial condition; the dissolution of the horizon problem without inflation; and the size of the universe as a consequence of E = mc² applied to the founding quantum event. The master equation Nmc² = |Egravity (N, lP, d=3) |, with hbarG/c³ = lP² = const, is identified as the Theory of Everything equation, and shown to be E = mc² in its most fundamental form. Two open problems are precisely stated: the rigorous proof that 3D network edge geometry produces SU (3), and the derivation of alpha = 1/137 as a network self-consistency condition. PT makes specific, near-term falsifiable predictions testable by ESPRESSO, LiteBIRD (2028), and ANDES/ELT.
