Current social and labor aspects of self-employment in modern Russia

Chernykh and N.V. Loktyukhina consider the scope of self-employment and disclose contradictions between data reported by the Federal State Statistics Service and other sources, which manifests the need to adjust the methodology for relevant studies of the workforce. The article analyzes the structure of self-employment based on the criteria of relationship to the main job, status and other criteria (demographic, professional, sectoral) and presents the results of the authors’ original analysis of self-employed persons’ characteristics based on RLMS data. The authors consider the correlation of self-employment with intersecting employment types, including freelance, platform employment and contracted work, and establish the problem of substituting actual labor relations with self-employment. The article substantiates recommendations on regulating social and labor aspects of self-employment under separate self-employment law, the social security system and other securities for self-employed persons.
