In this paper, the protection of wildlife resources was studied, and an effective and universal assessment method was established by using the illegal wildlife trade index model. Firstly, through literature reading and open data collection, we creatively set up the Illegal Wildlife Trade Index System (IWTI). Then, the entropy weight method and TOPSIS method were used to evaluate countries, and four important constraints were identified: economic power, governance effectiveness, population status and local power. Secondly, we use the grey prediction model to predict the change trend of these constraint indicators in the next five years. Finally, we construct a two-objective fuzzy optimization model to obtain the optimal values of the four constraints by maximizing the benefits of protecting wildlife from illegal trade (Net-PER) and minimizing the costs. This study provides scientific assessment and decision support for wildlife conservation, and helps to formulate effective forecasting and planning strategies.
