This research discusses the format of the relationship between the President and the DPR in Cabinet Formation in Indonesia. The results of this study: In order to realize the principle of checks and balances in administering government, especially regarding determining the nomenclature of ministries, constitutionally it is possible for the DPR to have room to participate in the formation, modification and dissolution of these state ministries. This is because the emphasis on norms in the constitution for the DPR in giving consideration and approval is considered an important matter as a form of representation of the people. This research uses normative legal research methods with a statutory and conceptual approach.
