Objective: This goal of this study is to examine telecommunications during a crisis caused by disasters and mass gatherings, since it is in situations of instability that ensuring connectivity can be crucial for response. Theoretical Framework: The main concepts are the principles of signal propagation and the causes of network congestion, which provide a solid foundation for understanding the context of this study. Method: The methodology include measurements made with mobile stations and computers in the flooded villages of Bogdan and Slatina in Bulgaria, as well as during the assembly near the village of Gela, Bulgaria. Results and Discussion: The results are that in these locations were registered various significantly lower indicators of voice transmission or of Internet access, according to reports from the Communications Regulation Commission (CRC). Then, a comparative analysis of the data was made with the network parameters necessary to establish a connection. Research Implications: During disasters and mass events the public communication networks cannot provide the necessary connectivity and give us reason to make a recommendation for the development and implementation of alternative channels using the radio frequency spectrum for the construction of local terrestrial networks with a single center for the needs of the municipalities. This will also bring us closer to achieving the Sustainable Development Goals. Originality/Value: The originality is the documentation after measurements and analyse of network parameters and the state of communications during a disaster and a gathering of people outside a populated area.
