This paper is the first in a five-part series expanding the framework of Informational Cosmology, a theory built on the identity ΦR = E + I, which unifies Energy and Information as the co-equal foundations of all physical reality. Paper 1 develops a full cosmological model of how a universe begins, evolves, structures itself, and ultimately dissolves. It introduces the concept of the Sea—a timeless equilibrium field of fully diffused Energy and Information—and explains how rare wave-overlaps within this equilibrium produce Bubble Universes of varying potential and complexity. Within this Bubble, the paper explores: the emergence of gradients and the birth of structure the behaviour of time as the rate of informational change photons as the simplest E+I entities the informational ladder leading from particles to life the cosmic web as an information-distribution skeleton the CMB as the limit of observational reach, not a birth imprint black holes as informational drainage channels reconnecting the Bubble to the Sea dark energy as the equilibrium state reclaiming the Bubble the long return of all structure to the Sea and the evolution of universes across cycles as the Sea slowly becomes enriched with dissolved information Paper 1 establishes the conceptual and physical foundation of Informational Cosmology. It sets the stage for the remaining four papers, which will explore dark energy, matter formation, redshift, and the informational dynamics of black holes and consciousness in greater mathematical detail.
