This paper reframes solid, liquid, gas, and plasma states as Δf-threshold regimes of resonant locking within USP Field Theory. Phases emerge from the ability (or failure) of atomic networks to maintain symmetric resonance under mismatch and disturbance. Δf is operationalized using measurable proxies (spectral detuning, linewidths, coherence decay), and three falsifiable experimental pathways are proposed using standard instruments. Case studies include salt–ice, water–cellulose, and a conceptual mercury–aluminum collapse example treated without procedural detail.
