As a continuation of Phenomenological Evidence for Three Horizon-Scale Coherent Energy Regions and Cosmic Anisotropy (Mariscal-Estrada, under review), this work develops a dynamic theoretical framework where the observable universe emerges not from an isotropic temporal singularity, but from global inhomogeneous dynamic geometry characterized by Global Inhomogeneity Domains (GID). This approach reinterprets persistent ΛCDM anomalies—including CMB anomalous structures, H₀ tension, and ultra-early galaxy formation detected by JWST—as first-order geometric consequences without ad hoc inflation. The model formulates as an effective extension of general relativity, maintains consistency with Planck high-multipole data, and generates falsifiable predictions for DESI and Euclid.
