Abstract Chhatrapati Shivaji Maharaj is remembered primarily as the founder of the Maratha state and a brilliant military strategist. However, his enduring contribution lies equally in the domain of leadership and governance. This paper examines the core leadership principles practiced by Shivaji Maharaj and evaluates their relevance in modern governance systems. Drawing upon historical writings by Jadunath Sarkar, G.S. Sardesai, and Stewart Gordon, the study highlights Shivaji Maharaj’s ethical leadership, decentralized administration, inclusive governance, accountability mechanisms, and people-centric policies. Through qualitative analysis, the paper argues that Shivaji Maharaj’s leadership model reflects principles that closely align with contemporary public administration values such as transparency, participatory governance, social justice, and integrity in public service. The study concludes that Shivaji Maharaj’s leadership philosophy offers timeless insights for modern administrators and policy-makers seeking effective, ethical, and citizen-oriented governance.
