We address the anomalies in the polarization of the Cosmic Microwave Background (CMB). Standard cosmology assumes parity conservation in the photon sector. However, recent analyses (Minami & Komatsu, 2020) hint at a non-zero rotation of the polarization plane (beta approx 0.35 degrees). We propose that this Cosmic Birefringence is not due to local dust or systematic errors, but is a fundamental geometric effect induced by the Topological Torsion of a higher-dimensional Bulk-Brane system. We derive the modified Maxwell equations from a 5D Chern-Simons Lagrangian coupled to the Bulk Gravitomagnetic field identified in previous works. We show that the photon propagates through a "twisted" spacetime fabric inherited from the rotating parent singularity (the source of Baryogenesis). We calculate the expected rotation angle beta as a function of the Axion-like background field generated by rotational superradiance, demonstrating that the observed value corresponds to the residual chirality of the vacuum. This unifies Electromagnetism, Gravity, and Matter generation under a single parity-violating geometric mechanism.
