The Human Elevation Score (HES) is a structured evaluative framework for assessing whether institutional and technological systems strengthen or diminish human capacity. While existing performance, alignment, and governance frameworks focus primarily on output, compliance, or goal consistency, they do not directly measure whether systems expand or constrain human agency, clarity, and relational stability. HES evaluates five dimensions: agency, transparency, integrity of intent, values alignment, and affective coherence. These dimensions form a composite index designed to assess elevation at a defined point in time. The framework is diagnostic rather than prescriptive and is intended for cross-domain application, including artificial intelligence systems, organizational design, and capital allocation contexts. By introducing a measurable standard for human elevation, this paper contributes a structured method for integrating human capacity considerations into system evaluation and institutional design. HES is part of a broader systems architecture focused on values coherence and institutional resilience developed by the author.
