Improving the involvement of EIP-Agri Operational Groups and Horizon Europe

This policy brief, developed within the PREMIERE project, outlines strategic pathways to enhance the integration of EIP-AGRI Operational Groups into Horizon Europe Multi-Actor projects. The brief identifies critical administrative, legal, and temporal barriers that currently hinder genuine co-innovation, often resulting in the "tokenistic" inclusion of practitioners in research consortia. To resolve these disconnects, the the experts of the Focus Group recommend implementing flexible member-level participation models, providing seed funding, and synchronizing national support networks to ensure local innovations effectively scale to the European level.
