Coalition drift can be detected through heuristics. They are insufficient for governance. Detecting drift is not the same as governing drift. Governance requires proof, not detection. And proof requires receipts, not heuristics. This paper contrasts coalition-drift heuristics with substrate-level receipts, showing why the former is observational and the latter is evidentiary.
