This research paper explores the evolving landscape of entrepreneurship, startup growth, and innovation in Maharashtra, one of India’s foremost economic and innovation-driven states. Maharashtra has emerged as a critical hub for startups due to its strong industrial base, robust financial infrastructure, skilled human capital, and the presence of major metropolitan centers such as Mumbai, Pune, and Nagpur. By synthesizing secondary quantitative data, policy documents, and ecosystem reports, the study provides a comprehensive assessment of the state’s entrepreneurial ecosystem and innovation capacity. The paper examines key drivers such as access to finance, digital transformation, institutional support, incubation infrastructure, and market connectivity that have contributed to the growth of startups across diverse sectors including information technology, fintech, biotechnology, agribusiness, manufacturing, and clean energy. In addition to highlighting strengths, the study critically analyzes structural and operational challenges confronting entrepreneurs, including regional disparities, regulatory complexities, talent retention issues, limited rural startup penetration, and gaps in innovation commercialization. Special attention is given to the role of government-led initiatives, particularly the Maharashtra Startup, Entrepreneurship and Innovation Policy 2025, in fostering an enabling environment through financial incentives, incubation support, research and development promotion, and public–private partnerships. The effectiveness of these interventions is evaluated in terms of inclusivity, sustainability, and long-term competitiveness. The paper further identifies emerging trends such as social entrepreneurship, women-led startups, deep-tech innovation, and sustainable business models, which are reshaping Maharashtra’s entrepreneurial future. By integrating policy analysis with ecosystem dynamics, the study offers insights into strategic pathways for strengthening innovation networks, enhancing regional balance, and promoting inclusive economic growth. The findings contribute to a nuanced understanding of Maharashtra’s role as a national innovation leader and propose policy and strategic recommendations to sustain entrepreneurial momentum and global competitiveness in the rapidly changing economic environment.
