This working hypothesis (V1. 1, companion to V1. 0) outlines the proposed mechanism by which the cosmic neutrino background (CνB) relic neutrino superfluid serves as the primary non-local holographic medium for sovereign Psi phenomena, including telepathy and self-referential information access.
