ABSTRACT The Environmental Protection Agency has established emission standards for engines and vehicles under the Clean Air Act, to protect air quality and regulate engine emissions. Despite these federal emission standards, variation exists in local government adoption of vehicle emission inspection requirements across U.S. counties. This study investigates why some local governments implement stringent emission standards beyond federal compliance while others do not. Using a county‐level dataset ( N = 3107) and logistic regression analysis, we test an internal determinants model examining how problem severity, economic conditions, and political climate influence policy adoption decisions. We find that counties experiencing poorer air quality demonstrate significantly greater likelihood of adopting and implementing stringent inspection requirements, while higher per capita income consistently predicts greater probability in inspection requirements across all models. In contrast, political variables such as partisan voting patterns and education levels show limited explanatory power, suggesting that ideological considerations are less influential than practical economic and environmental factors in shaping local environmental policy decisions. Our findings contribute to the literature on environmental policy adoption by demonstrating that local decisions are shaped more by economic capacity and perceived environmental risks than by ideological factors.
