This version is a major restructuring of Phase-Flow Coherence (PFC). PFC is formulated here as the physical reading layer of Finite Distinguishability Closure (FDC), with a one-way dependency FDC → PFC.The paper develops a theorem-level chain from FDC dual-slot closure to quantum representational architecture: complex amplitudes, non-privileged U(1) phase completion, Born-type candidate weight, superposition admissibility as a well-definedness condition, minimal temporal continuity as ledger-traceable phase-flow regularity, a Schrödinger-type generator, and an event probability measure once an admissible distinguishability partition is supplied.The paper also records the logical boundaries of the framework. It does not claim to derive the full Standard Model, measurement apparatus physics, collapse dynamics, or the empirical frequency interpretation of probability. Spatial dimensionality and Laplacian Hamiltonian structure are treated as conditional extensions under the Directional Realization Bridge (DRB).Earlier PFC versions should be regarded as preliminary formulations. This version supersedes them for citation and conceptual reference.The companion analysis of physical-constant readouts is separated into Structural Constant Readouts (SCR), which treats the FDC numerical readouts as fine-structure- and mass-ratio-like candidates.
