Paper A specifies the foundational level of the Universal Recursive Dynamics framework: the originary structural conditions presupposed by systems, environments, materiality, exchange, and individuation. Its central commitment is that temporal expressions of Being are operations of information exchange, not operations performed upon a prior material substrate; materiality is what structured information exchange produces and sustains. The paper develops the instantiation of concomitance, the breadth/priority distinction, the simultaneity-not-sequence principle, stratified asymmetry, position-uniqueness, and the specification of identification, individuation, and identity at the originary level. It does not compete with physics, cosmology, or neuroscience. It asks the prior-conditions question those disciplines presuppose. Paper A is the first of a foundational pair. Paper B, Above-Threshold Operational Architecture, specifies the operational architecture of register once these conditions are in force. A companion technical note evaluates whether the mathematical apparatus of Part III of the prior series can coherently support the register architecture developed here.
