This paper introduces a geometric and topological framework, the Damaru Structure (Hourglass Singularity Model), to resolve the mechanism of non-local information transfer in quantum systems and biological neural networks. By evaluating the central bottleneck of the Damaru as an absolute zero-frequency singularity (f=0, A-Spandana), we present a structural pathway for instantaneous data telemetry (Vm -> infinity) that satisfies the physical conditions of Quantum Entanglement. Furthermore, we map this macro-cosmic architecture onto the micro-tubular networks of the human brain, offering a geometric blueprint for Quantum Neuroscience and multidimensional Consciousness Modeling.
