We present a unified topological framework bridging discrete cosmological anomalies, quantum decoherence, and general relativistic singularities. We formulate the Universal Topological Resonance Equation, governed by a unitary phase inversion Operator isomorphic to SU(2) gauge symmetries, and a geometric dual-bias operator (A = ±1). Empirical validation through a 100,000-run Monte Carlo simulation of raw CMB data reveals a 489.82σ topological attraction for Fermi-LAT gamma-rays and a 66.41σ void for IceCube neutrinos. Furthermore, we expand the Einstein-Cartan Theory by introducing a Fractal Torsion Lagrangian, providing a metric rationale for singularity avoidance via non-linear topological inversions.
