This research presents a two-part empirical investigation into the intersection of quantum information geometry and observer-constrained coherence. By utilizing the ibmₘarrakesh quantum processor, this study examines the behavior of entangled states under varying measurement densities. The first phase establishes a baseline for coherence interaction within our framework. The second phase introduces an "Observer Constraint" through synchronized identity gate rotations, designed to probe the stability of the |10 fixed point against intentional state manipulation. Methodology The experiments were conducted using the Qiskit framework on IBM Quantum hardware. Raw data output includes JSON-formatted count results from baseline and constrained execution phases. This dataset is provided to support the independent verification of findings regarding the "O’Reilly Effect" and the broader goal of active coherence stabilization. Keywords
