This article presents the neutrino’s complete dossier within ΨD, a non-mainstream framework reading particle quantities from discrete codes built from 2, 3, ln2, π; the glossary and claim-status labels are in Sections 1. 1–1. 2. The neutrino is the roster’s only moving word, written in blank letters: its three codon digits are zero, the one filled digit the half turn (J = ½) ; neutrality, colorlessness, and the weak-gate-only reading follow. It is the mirror’s only fixed fermion code; the Majorana ruling descends. The emptiest word is the lightest: the direct mass bound maps to the top address, k > 289. Three neutrinos are three stops of one codon (family shift 2π/D) ; the directed cycle yields the zeroth words and the reverse-step word sin²θ₁₃ = e^ (−π) /2 = 0. 0216 (0. 76σ). The unitarity anchor gives sin²θ₁₂ = 0. 3186 (0. 97σ) and locks θ₂₃ to δKM (1. 5σ). The blank base (m₁ = 0) with the measured mass-squared differences predicts Σm_ν = 0. 059 eV; cosmology cuts it both ways. The effective masses m_β ≈ 8. 8 meV and m_ββ ≈ 1. 6–3. 8 meV sit an order below sensitivity (5. 2). The address mirror x_ν + xR = 2xₑ narrows the empty collar’s window to the TeV class. The empty slot’s (νR) search addresses are tabulated with honest limits; in normal ordering full exclusion stays unreachable (m_ββ → 0). Literature overlaps (TM1, type-I seesaw) and open items are labeled by name; no coefficient was chosen post hoc; the lookelsewhere record is in Section 6. 1.
