Significance A combination of the threat of US sanctions, shifting patterns of demand on international markets, and the growing demands of Russia’s own military has caused arms exports to decline. Impacts Traditional sources of strong demand -- especially China and India -- are highly unlikely to place large orders with Russia soon. Iran and North Korea will receive Russian weaponry in return for their supplies of munitions used in Ukraine. Smaller importers of Russian weaponry in Africa will continue to buy from Moscow in the absence of any viable alternatives.
