The constitutional model of municipal democracy is being implemented through local self-government bodies, which serves as an essential factor in the formation of a strong effective statehood. The author notes that in most cases, an effective mechanism for the functioning of municipal government has not been formed on the ground and that the two-level system of local self-government has not brought the expected results in improving the quality of the activities of local self-government bodies. They justify the advantages of switching to a single-level system of local self-government.
