This study analyzes the implementation of performance management policies for Civil Servants (PNS), focusing on the performance planning stage at the Human Resources and Personnel Development Agency (BKPSDM) of Gunungsitoli City. Using a qualitative descriptive approach with interviews, observation, and document studies, the findings show that performance planning refers to regulations such as PermenPAN-RB No. 6 of 2022 on PNS Performance Management. However, challenges remain, particularly the limited understanding of employees in preparing Employee Performance Targets (SKP) according to the guidelines. Meanwhile, leadership commitment and regulatory support act as key enablers, indicating that strengthening employee capacity is essential to improve the effectiveness of performance planning in government bureaucracy.
