We establish that a fraction Cᵤniv of the entropy spectrum survives each cosmological bounce, calibrated against observations and independently derived from QECC bond dimensions (Cᵤniv = 0. 24 ± 0. 06, consistent with the exact value 1/ (d+1) = 0. 25 from Paper VII). We identify the 3. 3% viability window for cosmological parameters and show it corresponds to the attractor basin proven in Paper IV. The residual entropy spectrum provides the seed for structure formation without requiring an inflaton field. Part II of VII.
