Abstract
BCT Letter 196 derives the Majorana neutrino mass structure from OHC Hopf charge topology. In the BCT framework, Majorana fermions correspond to half-integer Hopf charge states H = 1/2 — the topological boundary between fermionic (H ∈ ℤ + 1/2) and bosonic (H ∈ ℤ) sectors. The seesaw scale MR = mP × α₀² = 6. 695 × 10¹⁴ GeV is derived geometrically. The PMNS CP phase δCP = −π/2 (maximal) follows from the D4 triality structure. BCT Prediction #239: neutrinoless double beta decay rate proportional to α₀ × m_ν. Zero free parameters.
