This paper derives a general constraint structure for structured-state change in finite physical systems from finite capacity, Landauer cost, and finite interaction. It introduces a five-slot feasibility operator for when change is physically achievable, derives three transformation failure modes, and develops a mode taxonomy for refinement, release, transfer, partition, and relational change. The result is positioned as a constraint layer complementary to dynamics rather than a replacement for existing physical theory.Changes in v2.0Finalized canonical version of the paper for use as the opening entry in the series. Clarified framing, tightened scope, improved theorem presentation and flow, and consolidated the work into its final FSSTP form without changing the core law being claimed.
