Normative Character of Physical Security in Polish School

SUMMARY: Purpose: the purpouse of the article is to indicate the key normative-legal aspects of safety in Polish schools in the 21st century. The analysis focuses on the internal nature of threats and recommendations for safe conduct in schools in light of ministerial guidelines concerning selected physical threats. Methods: in this article, the institutional-legal method has been employed, the application of which emphasizes the normative nature of the analysis of the school space and the school safety environment. The study refers to legal acts related to safety in schools, ministerial materials, and preventive programs concerning physical safety in schools, as well as scientific publications in the relevant area. Results: the author, focusing on the analysis of legal acts, the actual state of physical safety in schools, and ministerial recommendations regarding aggressive behavior of students and incidents involving students, states that preventing such threats requires increased and multifaceted engagement in improving safety from the administration, educational staff, administrative-technical personnel, as well as caution from the students themselves and their parents. Preventive activities in this area are a key element. Specific preventive actions (in the form of suggestions, demonstration lessons, training, recommendations, and best practices) achieve significant effects in reducing the negative impact of risk factors that cause aggressive behavior or increase the danger of incidents occurring in schools. Conclusion: the director is responsible for the physical safety not only of the students but also of all school staff, and it is his duty to ensure an appropriate level of safety for the school's infrastructure. This is a general responsibility, reinforced by a series of other duties that rest on the school director, which are determined by a number of analyzed legal acts, especially the Education Law, the Teacher's Charter, and detailed ministerial regulations. Originality: the study presents an excerpt from the complex issues of safety in schools, considering its physical aspect. Safety in schools is a semantic category whose essence lies in the actions taken by responsible entities and the utilization of all means aimed at minimizing the risks associated with the potential occurrence of situations that directly threaten the life or health of participants in the educational and care process, such as accidents, incidents, or aggressive behaviors in peer environments. While analyzing this aspect of safety issues, the author draws attention to importance and significance of conducting research in the field of school safety, as well as the vital nature of efforts to improve and strengthen safety, especially among students – paradoxically, not only physical safety.
