The context of this study is the analysis of local governance as it exists in Tuguegarao City under the Philippine Local Government Code of 1991, with the intention of generating empirical inputs for policy-related enhancement. The research adopted an adaptive descriptive quantitative modality, in combination with focus group discussions, to assess the key pillars of local governance on the recurring issues of decentralization, local development, local administration, and local democracy, based on the perception of 402 respondents comprised of city government officials and members of Barangay Development Councils. The findings showed some major achievements in all areas of governance, including participatory mechanisms, local democratization, and the delivery of basic services, but problems persist in political intervention, lack of digital infrastructure, and limited fiscal autonomy. The differences in the evaluation of the respondents based on their educational attainment have been significant in the area of decentralization issues; however, age, sex, and income have shown no major influence. In addition, the analysis pointed out some major implementation gaps, including outdated practice in financial reporting and targeting well on poverty.
