To put the idea of sustainable tourism—which takes into account long-term effects on the environment, society, and economy—into practice, Serang Regency released Regional Regulation Number 8 of 2014 about the Serang Regency Tourism Development Master Plan for 2014–2025. Development that promotes economic progress that improves societal well-being while acknowledging the diversity, individuality, and distinction of nature and culture. This study employs a descriptive qualitative methodology that combines discourse analysis with deliberative policy analysis to comprehensively investigate the framework of sustainable tourist development in Serang Regency. Because the funding allocated in the Serang Regency Medium-Term Development Plan for 2021-2026 is only 1.49%, the results demonstrate that sustainable tourism development in Serang Regency has not yet integrated marketing of tourist destinations and adequate physical development for the creative economy. Consequently, community empowerment around tourist destinations has not been optimal. In addition to highlighting ways to engage the public and policymakers, this study makes the case for the necessity of a database, coaching, and an action plan (roadmap) for the growth of creative economy players.
