Abstract As the world becomes smaller, the need for an intelligent foreign policy, in forestry as in other fields, becomes increasingly urgent. Capt. Herbert in this paper offers some concrete suggestions for such a policy, the primary objective of which in his judgment should be to enable consumers of forest products in this country to obtain maximum satisfaction of their wants at minimum effort, regardless of the source of the goods that bring the satisfaction. It is hoped that his proposals will lead to further discussion of this important subject.
