This study aimed to develop the content of in-service training programs for middle & high school Korean language teachers who are expected to deliver educational changes in schools from 2025 onwards, and to establish a basic foundation for providing tailored training programs by understanding the demands of Korean language teachers. The research team derived training topics demanded in the educational field for the application of new curricula and the implementation of educational policies. It also developed a training content matrix that takes into consideration training methods (lectures, practical training, application, reflection, action research) for each training topic. This training content was then revised and supplemented through expert consultations and a survey was conducted targeting middle & high school Korean language teachers affiliated with the Gangwon State Office of Education. According to the survey results, teachers showed an overall high demand for 'lectures' on each training topic. Middle school teachers showed the highest demand for lectures, practice, and application training for Writing Instruction in Class. High school teachers showed the highest demand for lectures, practice, application, and reflection training in Reading Discussion and Writing. Accordingly, a proposal was made on how to materialize the program considering participatory training methods.
