In this study, we aim to put forth the effects of public expenditures on the public budget balances that depend on the expenditure limits related to mean to shape economic budget objectives. In this context, we consider it important to reveal the impact levels of public expenditures in three different stages. These are the effects of public spending on economic growth in the period concerned. The second is the effect of public expenditures as a financial incentives support on industrial production index. Finally, in the third phase, it is a discussion of what it means in terms of public budget balances. The impacts of public spending levels in developing countries in each three stages of it is different and are understood to be particularly more meaningful to provide of a budget balance of public spending in Turkey. On the other hand, this structure of public expenditure is also directly related to the current account deficit, which is crucial for developing countries like Turkey. With all these, there have been in a dramatic increasing in public expenditure in Turkey and the public expenditure in the scope of financial targets has proposed different effects of the recent public financing a current issue via of different financial resources for last period in the last pursuit of the agenda.
