Public-private partnership (hereinafter – PPP) plays an important role in ensuring energy conservation and improving energy efficiency. At the same time, the key places in the implementation of such a partnership are occupied by a concession agreement, a PPP agreement (municipal-private partnership, hereinafter - MCHP), an energy service contract and a life cycle contract. In turn, this causes increased interest in studying the modern practice of using such forms of classical and quasi-PPP. The above together predetermined the purpose of the study – to identify and analyze the key areas and potential of using forms of classical and quasi-PPP in the field of energy conservation and energy efficiency. The methodological basis of the research is based on general scientific methods of cognition of economic processes and phenomena, in particular, methods of comparison, synthesis, analysis, expert assessment and logical methods. As a result of achieving this goal, the following results were obtained: the high demand for the use of PPP in the Russian energy sector was substantiated; a comparative analysis was carried out, key directions were identified and the potential for using forms of classical and quasi-PPP in the field of energy conservation and energy efficiency was assessed, which allowed us to determine priorities and tools for the development of partnership between the state and business in the domestic energy sector. The practical applicability of the materials presented in the article lies in the possibility of their use in decision-making aimed at the effective application of PPP forms in the country’s energy sector.
