We have identified that the research problem lies in the limited focus of most international and national concepts and efforts on combating corruption, which mainly aim to preserve public money and the prestige of public office. This is reflected in the issuance of legislation and the development of plans and policies that primarily target prevention and law enforcement in the face of corruption. However, these efforts are relatively narrow and do not adequately address the need to protect the private sector, private funds, and individuals who are not public employees in the business field. It is important to correct these concepts and trends to support better anti-corruption efforts more objectively and comprehensively. Keywords: Corruption, Development, Business Environment, Egypt.
