Subject. The article addresses the effective management of financial resources and financial literacy as a basis for economically sound financial decisions. Objectives. The article aims to study the foundations of financial literacy as a basis of economic security of the State. Methods. The study draws on general scientific methods, like the dialectical method, observation, comparison, scientific abstraction, and the system-functional method. Results. We revealed that the number of citizens with high and average level of financial literacy is gradually increasing. Positive dynamics is demonstrated in the financial management of the population. People became more aware of their finances, planning their income and spending. Conclusions. The identified problems related to financial literacy include the lack of unified regulatory framework in the country, ignorance of financial rights and obligations by a large number of citizens, ignorance of financial opportunities, lack of confidence in certain financial products and services, inability to use digital products, lack of personnel in remote areas of the country, failure to assess the financial risks that cause fraud. To solve these problems, we propose to increase the level of financial education, develop special programs for various categories, taking into account the specifics, create a specialized portal, intensify financial education.
