A situational ethics and harmonization challenges in the case of EU biodiversity data governance

The article discusses challenges in harmonizing biodiversity data by considering situational ethics in the valuation of data practices. Data harmonization involves technical processes for managing and governing data by linking, aligning, and binding datasets. Our study views data harmonization as a socio-technical practice encompassing both technical management and cultural contexts of data production and valuation. Using qualitative interviews, we aim to understand data harmonization through Reflexive Thematic Analysis, identifying patterns within empirical data. Our research shows data harmonization as aligning datasets and settings involving human and non-human agents within EU biodiversity data politics. Through qualitative inquiry, we explore EU biodiversity data politics as a model of biodiversity datafication, highlighting challenges and values such as learning processes for all actors, simplicity in data management, broad adoption of observation schemes, and promotion of the Western model of engaged citizenship as a good observer.
