The article examines a specific category of crimes and offenses in the field of information dissemination. A consistent review of statistical and empirical data on holding users accountable for expressing opinions on the Internet, the processes of adopting legislative acts that directly affect the increase in the number of administrative and criminal cases, allow us to draw the following conclusions: a) currently there is a situation of unprecedented control by the state authorities over the Russian information space and b) legislation of 2020–2023 introducing new types of administrative and criminal liability for expressing opinions on the Internet, it has the character of ‘extraordinary lawmaking’.
