The purpose of this study is to develop a plan for the differential application of achievement recognition targets through a Delphi survey of experts for each recognition target of the Learning Experience Recognition System in Open Schools, prior to the implementation of the high school credit system in 2025. As a result of the study, the following adjustments have been proposed: ① The ‘Accounts for Lifelong Learning System’ will be applied on a Pass/Fail basis if it qualifies as a ‘liberal arts subject’. ② The institutions will apply subject achievement standards (A to E) according to grades. ③ ‘Qualified Examination’ allows grades to be calculated and certified, so grades are recognized by score. ④ ‘Certificates’ will be classified by qualification. ⑤ ‘National Intangible Cultural Heritage’, ‘Korean Master Hand Craftsman’, etc. will have a training period with achievement standards to maintain consistency within a broader framework. Recommendation are also proposed as follows: Adjustment of the ratings for the qualifications of ‘National Intangible Cultural Heritage’ and ‘Korean Master Craftsman, Skill Transferee, and Excellent Skilled Technician’, and establishment of standards for converting and recognizing the number of hours and units of middle and high school broadcasting into credits.
