Modern digital technologies are increasingly penetrating into various spheres of human life, so states must be ready to adapt to new technological challenges. At the same time, the construction of a state strategy in the field of digital innovation should be based on a comprehensive risk assessment and a reasonable justification of acceptable cases of technology use. The purpose of the study is to review the application of blockchain technology in relevant fields, foreign experience in its legal regulation and provide conceptual proposals for improving legislation.The study analyzes the mechanisms of using blockchain technology abroad in the fields of healthcare, e-government, cryptocurrency, exchange trading, notary, etc., the specifics of legal regulation of these relations and the current needs of using blockchain technology in Kazakhstan. At the same time, focusing on the current state of application of blockchain technology in the Republic of Kazakhstan, the parties have been identified that should be taken into account in its legal regulation and relevant legislative proposals have been considered. The relevance of the research topic lies in the fact that the protection of human and civil rights and freedoms in the collection, processing, storage and protection of personal data is a problem that can be solved not only within one state, it is a global problem.The Republic of Kazakhstan has recently adopted amendments to legislation on information security issues aimed at additional protection of personal data. The extent to which these legislative acts in practice ensure human and civil rights in the collection, processing and storage of data is considered.
