The Constitutional Council of a Constituent Entity of the Russian Federation: Legislation and Practice

Federal Constitutional Law No. 7-FKZ of December 8, 2020, “On Amendments to Certain Federal Constitutional Laws” established that subjects of the Russian Federation have the right to decide tocreate constitutional (statutory) councils operating under the legislative (representative) bodies of state authority of the subject of the Russian Federation (part 7 art. 5). This study presents an analysis of the provisions of the laws of the subjects of the Russian Federation that established the status of the council, its powers and its member status.
