Human resource management in general, and human resource management at universities in particular, has been the subject of numerous studies both domestically and internationally, with various approaches. Building on the affirmed research outcomes, this paper constructs a theoretical model of the human resource management process at universities. Based on analysis of influencing factors such as strategy, policy, institutional development planning, political institutions, legal frameworks concerning university autonomy, and the influence of the social community within the specific context of Vietnam; the paper proposes a human resource management process to be applied to public universities in Vietnam.
