Federal Law No. 44-FZ dated 05 April 2013 “On the Contract System in the Field of Procurement of Goods for State and Municipal Needs” establishes the procedure for the execution, modification and termination of contracts, which is one of the key differences from Federal Law No. 94-FZ dated 21 July 2005 “On Placing Orders for the Supply of Goods, Fulfillment of Works, Provision of Services for State and Municipal Needs”. Previously, the process of placing an order ended with the signing of a contract, the execution of which went beyond the rules of this area. At the moment, the execution of the contract includes not only the fulfillment by the counterparty of the obligation to supply goods, but also verification, examination of the results of the fulfillment of such obligations, payment, as well as other actions of the parties aimed at changing, terminating the contract and applying liability measures.
