The article examines the theoretical and methodological problems of urban development in the context of the development of the system of social and household services in the largest cities - the centers of regional systems of settlements in Ukraine. Architectural theory and practice share common root defects and shortcomings with other branches, as well as opportunities for self-improvement. Urban planning is limited by many regulatory obstacles, the opacity of the investment process at all stages of its implementation. Due to the lack of a holistic view of the city in the system of its surrounding settlements, from which the pendulum migration of the workforce and consumers of public services occurs daily, disproportions, conflicts, transport collapse, and negative social and cultural consequences arise. There is a need for a comprehensive look at the problem with the identification of key pain points. One of the methodological ways to solve the problem, in my opinion, should be a network of centers of regional importance, which should be connected by both external and internal city transport. Such a conglomerate should become a new type of integrated public service centers, equipped with the necessary transport and engineering-technological infrastructure. The concept of infrastructure also includes the street and road network and the planning morphology of the surrounding buildings.
