On the Place of the EMERCOM of Russia in the Procedural Order of Administrative Offense Proceedings

The presented article concludes that the bodies of the Ministry of Emergency Situations of Russia can take part in various types of administrative process in the form of the need to implement rulemaking, administrative-procedural activities, or jurisdictional activities. Each of the considered directions of the administrative process is characterized by the presence of its own productions and procedures.
