Public Administration in Modern Russia: Concept, Principles of Functioning, Meaning

The article reveals the concept and essence of public administration. The author gives certain definitions of public administration, its classification from several researchers, and the basic principles of the functioning of public administration are considered. In the process of research the author analyzes the functions and the part which public administration plays in modern Russia. Generally, the normative legal foundation of public administration in Russian practice is considered.
