This preprint introduces the foundational structure of Bulk–Brane theory, a framework in which spacetime, gravity and information emerge from a constrained resonant system. Physical reality is identified with the stable spectrum of a coherence operator confined to a finite resonant band. The article presents the ontological assumptions, formal architecture and physical interpretation of the theory, and outlines a falsifiable research program connecting spectral structure with cosmological and gravitational observations.
